stop

Stops the geofencing service. Removes all registered geofences, stops the foreground service, and clears persisted state.

Runs the full teardown even when monitoring is not marked started: a failed start (location off, permissions, Play Services, or no batch registered) resets the started flag but may already have persisted the list or left a registration behind. Idempotent and safe when nothing is registered.
