areLocationServicesEnabled

Whether the device's system-level Location Services switch is on.

Check it before startVisitDetection - with the switch off no app receives location and visit detection fails with LOCATION_SERVICES_DISABLED. Same as facilities().areLocationServicesEnabled(), which it replaces.
