Resolves a wire statusId (see VirtualFitnessStatus.statusId) to a VirtualFitnessStatus.

The matching VirtualFitnessStatus, or NOT_ENROLLED when statusId is null or unrecognized — an unreadable state must never resolve to enrolled, or it hands paid content to a member who never signed up.
