BACKGROUND_GEOFENCE

Fired as a ride-along inside an existing geofence transition (Enter / Exit / Dwell). The process is already awake and a fresh location is already in hand, so the heartbeat adds only the network round-trip — no extra wakeup, no extra GPS warmup. Uses a longer throttle than FOREGROUND to cap bursts when a member rapidly enters and exits a region.
